Introduction

Energy & Petrochemicals Department is one of the administrative department of schivalaya. The subjects assigned to the energy and petrochemicals Department in rules of Business and administrative set-up thereof has been mentioned respective in Annexure A and Annexure B. Energy and Petrochemicals Department contains hierarchy of a principal secretary as the Head of Department,’ three Deputy Secretaries, one Director to Rail Movement and five under secretaries. The working of the department is divided in four branches, each headed by section officer i.e.class II Gazatted officer.

The Subjects allocated to Energy and Petro-Chemicals Department.

1. Regulation of oil and natural gas field as considered expedient in public interest by making enactment by parliament and regulation and development thereof to the extent to the control of the central Govt.

2. Taxes on mineral rights of the crude oil fields and natural Gas fields subject to the restriction if any laid down by making enactment by parliament in relation with crude oil and natural gas development.

3. Gas and Gas work.

4. Enforcement of Electricity Act, electricity Tax Act, Indian Electricity Act, 1910, Electricity (Supply) Act, 1948, Bombay Electricity (Special power) Act, 1946 and Bombay lift Act, 1939 (vide Roads and Buildings Dept’s note No.2).

5. Affairs relating to the alternate sources of energy other than cow-dung manure and biogas generated from the agricultural waste.

6. The subjects specified in this list pertaining to the state owned under-takings and Govt. corporations, Gujarat Urja Vikas Nigam Ltd & its subsidiary companies, Gujarat State Petroleum Corporation Limited, Gujarat Power Corporation Limited.

7. (1) The affairs regarding to the appointment, posting, deputation, transfer, promotion code of conduct, leave sanction, pension etc of all the Gazetted officers and non Gazetted Govt. Employees (Other than those who fall in the entry No. 45 in the subject allocated to General Administration Department) under the administrative control of the Department.

(2)All the matters concerning to the grant of pension to the class- I and class-II officers of sachivalaya cadres under the administrative control of the Dept.

(3) All the matters regarding to the grant of leave and punishment as specified in No.1 and 2 of the rule-6 of Gujarat State services (Discipline and Appeal) Rules and the matters relating to initiating proceeding for breach of discipline for punishment as specified in No.3 to 8 of the said Rule. (Vide General Administration Department's entry No. 45).

8. The works, lands and buildings vested in and under possession of Govt. for the purposes of state and entrusted the same to the energy and petroleum Dept.

9. Inquiry and statistic for the purposes of any matter in this list.

10. Fee for any of the matter in this list other than the fees levied by any court.

11. Enforcement of the orders of Government under section 3 of the essential commodities Act in respect of regulation of production, storage, sale and distribution of lamps, electric devices and equipment/accessories for domestic use and quality thereof.
